*2nd UPDATE*
Square Enix has since updated Chaos Rings and rooted users now have a green light to start their adventures!

SquareEnix has finally announced an international release date for their upcoming Android and iOS throwback RPG Final Fantasy Dimensions which is August 31 2012.

I've completed the walkthrough for Final Fantasy 3 on Android. The guide still works for DS and iOS.

To my surprise (or not really surprising seeing as how it's been out in Japan for awhile) SquareEnix has released the original Final Fantasy to Android in western markets today.
